28.11.06 Report on the door of Trieste Street Lawyer

The door was opened in Trieste in February 2006.

The initiative was undertaken jointly by the almost in a number of colleagues and Don Mario Vatta, then President of the Community of St. Martin in the Field, that since the 70s has paid particular attention to the most vulnerable and marginalized from society and, between these, the homeless.

Received the necessary information from the National Coordination of Bologna, started the initiative in our own city. Currently, the Trieste project is assisted active and constant 5 lawyers and as many colleagues who, occasionally, make themselves available for questions about the company's specialization, while, As regards the door for real, there are five volunteers who rotate.

The office is located at the center of night shelters in the Community of St. Martin in the Field, which is located near the train station in Trieste.
Currently we are still defined in the trial stage; The initiative was brought to the attention, primarily, through some information lectures organized by various cultural associations and voluntary, but in reality the existence of the project is still little known.

The majority of contacts have come from reports of parishes and charities, that directed the counter parties are often not strictly included among those of our expertise. Other reports have come from the Community of St. Martin and some mental health center; interesting ones from criminal enforcement by the Office of External Local Court, reflecting the fact that you can weave a network of solidarity with the institutions. To remedy the lack of knowledge even of the existence and duties of the door, we have in print an information sheet, intended to be distributed at shelters and meeting places for homeless people.

The activities carried out so far has been mostly listening, to identify the issues and not just a legal, information and forms of assistance to address, such as access to legal aid.

The reality of Trieste is characterized by widespread social unrest, order material but also psychological, especially among the elderly, here up a large proportion of the population, often plagued by problems amplified by a state of loneliness and abandonment.

We must also point out that mental distress is also common, care facilities where the towns are trying to remedy by means of protected forms of integration into the world of work, with the consequent emergence of a legal matter.

Frequent were the instances of contacts and messages related to problems of this type, solved rather than with an intervention or legal advice, with the involvement of social care facilities; in some cases, these were small criminal events, for which you are directed to legal aid applicants.

Regarding the cases of core competence of the door, we have seen so far 25 requests for advice, that involved non-originating mostly from the neighboring republics of the former Yugoslavia, managed in some cases with the help of a colleague of Slovenian, but also Italian citizens. The problems faced were mostly civil in nature and resolved out of court.

In particular, we report the occurrence of an Italian citizen, homeless as a result of heavy family vicissitudes in Slovenia, with psychological problems in personality quite disturbed, that was followed in the resolution of practical pension. And 'likely, with the help of the Slovenian colleague, you will soon need to follow him in case of separation and divorce.

Another case involved an Italian citizen still homeless, dealing with dilapidated housing where he lived worse than the old and sick mother, for which rent was paid a non-symbolic. With the help of social workers has found a temporary arrangement for the mother, you are trying to recover some months rent and is actively looking for a permanent housing solution for mother and child.

Still housing problems, after eviction, have been solved, Service in cooperation with the Municipal Social Welfare, for a young Ukrainian girl with an even two years. She was found a job in order to allow a dignified and independent life with her baby.

Only few cases have been criminal law of nature and events focused on people with criminal offenses not relevant (petty theft, damage to property by public mobile disturbed personality, driving under the influence of alcohol).

There was a very special case of a Ukrainian city, repeatedly hit by expulsive measures which it was unable to meet due to lack (effective and non-instrumental, sanctioned by the Court of Appeal of Trieste) of documents.
